Amends Section 249-6.5 of Hawaii Revised Statutes to modify vehicle weight tax exemptions for noncommercial motor vehicles.

Removes exemption eligibility for military reserves and other active duty military personnel, limiting the National Guard exemption to those assigned to a unit in the State and in good standing.

Adds new exemption for veterans defined as any person who served in the armed services of the United States and was not dishonorably discharged, allowing one noncommercial motor vehicle per veteran.

Each eligible National Guard member and veteran may exempt only one noncommercial motor vehicle from the vehicle weight tax.

Effective date: July 1, 2023.
