H.B. 1484 - Rent Control Summary

• Caps annual rent increases at 5% plus the percentage change in the Consumer Price Index from the prior 12 months, effective July 1, 2023.

• Limits rent increases to once per 12-month period for the same tenant and requires 60 days' written notice before any increase takes effect.

• Requires landlords to provide 90 days' notice before terminating month-to-month or longer tenancies (increased from 45 days).

• Exempts affordable housing with deed restrictions, housing subject to stricter local rent control, buildings with certificates of occupancy issued within the previous 15 years, and single-unit properties owned by individuals (not corporations, REITs, or LLCs with corporate members).

• Directs the Office of Consumer Protection to report on the law's effectiveness to the Legislature by January 1, 2026, and again before the 2032 legislative session.
