Recognizes Hawaii's aging population is rapidly increasing, with residents over 65 projected to reach 22.6 percent of the state population by 2030 and those over 85 increasing by more than one-third between 2010-2020.

Affirms that Kupuna Care services should be available to all eligible seniors regardless of insurance coverage or eligibility for other assistance programs, providing a safety net through home and community-based supports.

Takes effect on July 1, 2050.
