Requires the Department of Health to provide respite care to operators of Type I adult residential care homes, community care foster family homes, and expanded adult residential care homes who employ no unrelated employees living outside the home.

Respite care consists of either: temporary lodging for the operator's Medicaid-eligible clients, payment for a substitute certified nurse aide caregiver for specified days, or a combination of both options.

Department of Health must make respite care available upon request to qualifying operators on all inhabited islands and shall adopt rules under chapter 91 to implement the program.

Appropriates unspecified general revenue funds to the Department of Health for fiscal years 2023-2024 and 2024-2025 to provide respite care services under this Act.

Effective date is July 1, 2023.
