Amends Section 321-1.9 of Hawaii Revised Statutes to modify inspection requirements for state-licensed and state-certified care facilities including adult day centers, foster homes, and nursing facilities.

Limits unannounced inspections to investigate complaints about client/patient abuse or life- or health-threatening danger at adult residential care homes for five or fewer residents, community care foster family homes, developmental disabilities domiciliary homes, and expanded adult residential care homes.

Requires complainants to identify themselves, submit complaints in writing, and provide a credible basis such as an eyewitness account for the complaint to be actionable by the Department of Health or Department of Human Services.

Requires relicensing inspections for adult residential care homes, community care foster family homes, developmental disabilities domiciliary homes, and expanded adult residential care homes to be scheduled at a mutually agreeable date and time with the licensed home provider.

Takes effect upon approval.
