Authorizes the director of finance to issue general obligation bonds for development of the first responders technology campus and cybersecurity data center on tax map key (1) 9-5-002-057.

Appropriates bond funds for fiscal year 2023-2024 to be expended by the Hawaii technology development corporation for the project.

Establishes that appropriated funds shall not lapse at the end of the fiscal biennium, except that any unencumbered moneys shall lapse as of June 30, 2026.

Proposes to co-locate federal, state, and county first responder headquarters and training facilities in central Oahu outside the inundation zone for improved coordination and disaster resilience.

Takes effect June 30, 3000 (note: specific bond amount is blank in bill text).
