Adds a fourth purpose to the State Foundation on Culture and the Arts: providing opportunities for counties and private organizations to display art through loan arrangements with the foundation.

Gives selection preference to artists residing in Hawaii for the Arts in Public Places Program under section 103-8.5.

Requires the State Foundation on Culture and the Arts to conduct an inventory of current art displays, including identification of works not displayed for more than ten years and potential rotating display opportunities in public areas and through county or private loan arrangements.

Mandates submission of a report on current displays of works of art under the Arts in Public Places Program to the legislature no later than twenty days prior to the 2024 regular session.
