Establishes good Samaritan protections for bystanders who rescue animals left unattended in motor vehicles by limiting their criminal and civil liability.

Allows any person to use reasonable means to remove an animal from a locked or inaccessible vehicle if the animal is in imminent physical danger, provided they contact police/emergency services and meet other specified conditions.

Grants criminal liability immunity to rescuers who act reasonably and in good faith while meeting six requirements, including contacting authorities, remaining with the animal, using only necessary force, and transferring the animal to emergency responders.

Limits civil liability for property damage or trespass to vehicles caused during animal rescues, except in cases of willful misconduct.

Authorizes emergency responders (police, firefighters, animal control officers) to remove animals from vehicles and take them to shelters or veterinary hospitals, with owners responsible for accrued care and impoundment costs.
