Extends the deadline for county legislative bodies to approve, modify, or disapprove affordable housing projects from 45 days to 60 days after receiving preliminary plans and specifications from the Hawaii Housing Finance and Development Corporation.

Projects are automatically deemed approved by the county legislative body if no action is taken by the 61st day (previously the 46th day).

Maintains existing requirements that housing projects must be consistent with chapter 201H purposes, meet health and safety standards, comply with utility standards, and receive county approval.

Takes effect on July 1, 3000.
