Proposes a constitutional amendment to Article I of the Hawaii Constitution guaranteeing each person the right to a clean and healthy environment, including clean air, clean and pure waters, fertile soils, healthy ecosystems, living reefs, and a stable climate.

Establishes three specific environmental rights: a clean and healthy environment; control of pollution; and conservation, protection, and enhancement of the natural, native, cultural, scenic, and healthful qualities of the environment.

Declares the environmental rights provision to be self-executing and establishes these rights as equal in status to other protected inherent and inalienable rights in the state constitution.

Places a ballot question before voters asking whether the Constitution should be amended to provide these environmental protections.

Takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution, which establishes the process for constitutional amendments.
