Expands the Hawaii Promise Program to provide need-based scholarships for undergraduate students at University of Hawaii four-year campuses (Manoa, Hilo, and West Oahu), extending beyond the current community college-only program.

Eligible four-year campus students must qualify for Hawaii resident tuition, complete FAFSA, be enrolled in a classified degree program with 12 or more credits per semester, maintain satisfactory academic progress, and have unmet direct cost needs.

Scholarships cover unmet direct costs (tuition, fees, books, supplies, transportation) and are awarded on a greatest need basis for a maximum of eight semesters.

Appropriates general revenue funds for fiscal year 2024-2025 to provide scholarships through the University of Hawaii.

Takes effect July 1, 3000 (likely a drafting error; should be July 1, 2024).
