Increases fines for repeat traffic violations including driving without a license, speeding, and reckless driving, with minimum fines rising from $500 to $1,000 and maximum fines from $1,000 to $5,000 for offenders with two or more prior convictions within five years.

Raises fines for driving without motor vehicle insurance from $100-$5,000 to $500-$7,000 for first offense and increases subsequent offense minimum fines from $1,500 to $2,500 within a five-year period.

Increases community service hours for uninsured driving violations from 75-100 hours to 75-100 hours for first offense and from 200-275 hours to 500-750 hours for second offense.

Increases motor vehicle liability insurance minimums effective before January 1, 2027 from $20,000/$40,000 per person/accident to $50,000/$100,000, and from $10,000 to $20,000 for property damage.

Further increases insurance minimums to $75,000/$200,000 per person/accident and $40,000 for property damage for policies issued on or after January 1, 2027.
