Authorizes county planning commissions to petition the Land Use Commission for redistricting of land from agricultural districts to rural districts between July 1, 2024, and December 31, 2026.

Eligible land must be subdivided into lots no larger than two acres, developed with single-family residences, part of an existing subdivision with more than twenty lots, and consistent with the applicable county plan.

Land Use Commission must process petitions as declaratory rulings within 365 days of petition completion and may deny or schedule a contested case hearing if insufficient evidence or significant public trust issues are presented.

County planning commissions must provide affected landowners reasonable notice and the public an opportunity to comment on redistricting petitions, and the Office of Planning and Sustainable Development must appear as a party and make recommendations.

Act takes effect July 1, 3000, and is repealed December 31, 2027.
