Amends the definition of "beach restoration" in Hawaii Revised Statutes Section 171-151 to expand activities the Board of Land and Natural Resources can undertake to address sea level rise and beach loss.

Adds three categories of beach restoration activities: (1) maintaining and improving beaches and dune systems through sand and native dune vegetation management; (2) removing abandoned manmade materials from beaches and dunes that pose risks to public health and coastal ecosystems; and (3) nourishing eroded beaches through placement of compatible sand with or without stabilizing structures.

Replaces the previous narrow definition limited to placement of sand from outside sources such as offshore deposits, streams, channels, harbor mouths, or upland quarries.

Responds to findings that Hawaii is projected to experience 3.9 to 5.9 feet of sea level rise by 2100 and recognizes the State's duty to preserve beaches as public trust resources.

Takes effect July 1, 3000.
