Re-establishes the position of State Fire Marshal within the Department of Labor and Industrial Relations, which was abolished in 1978.

State Fire Marshal shall be appointed by the State Fire Council without regard to civil service requirements and without Senate confirmation.

Grants the State Fire Marshal the same powers and authority as county fire chiefs under specified statutes related to fire prevention and safety.

Assigns the State Fire Marshal four primary duties: coordinating fire protection efforts between local agencies, leading fire and arson investigations, making arrests pertaining to arson, and working with the State Fire Council on fire services matters.

Amends the State Fire Council's duties to include establishing employment terms and appointing the State Fire Marshal, effective upon approval.
