Prohibits new motor vehicle dealers and salespeople from selling or offering for sale new motor vehicles designed for non-commercial use that do not use light emitting diode (LED) bulbs for any exterior and interior lights, effective January 1 of an unspecified year.

Exempts new motor vehicles designed for commercial use from the LED bulb requirement.

Exempts used motor vehicles from the LED bulb requirement (effective on an unspecified date).

Does not affect rights, duties, or penalties that were established or proceedings that began before the Act's effective date.
