HB1573 Summary: Event Ticket Sales Regulation ("Bruno Mars Act")

• Caps service charges that primary and secondary ticket sellers may add to event tickets at 50 percent of the printed ticket price, plus applicable taxes.

• Prohibits selling event tickets above face value except by primary ticket sellers and registered secondary sellers subject to the price cap limitations.

• Requires website operators reselling tickets to guarantee full refunds for canceled/postponed events, denied admission, or undelivered tickets, and to disclose they are not the primary ticket seller.

• Prohibits selling tickets not in the seller's possession and prohibits using or selling software to circumvent ticket seller security measures (violation is a misdemeanor).

• Repeals prior ticket scalping provisions for boxing contests, mixed martial arts contests, and ticket brokers, replacing them with comprehensive statewide event ticket regulations effective July 1, 2024.
