Amends Section 266-3, Hawaii Revised Statutes, to grant the Director of Transportation authority to adopt rules regulating noise from vessels in state harbors, ports, roadsteads, docks, wharves, piers, quays, bulkheads, and landings.

Establishes noise limits for vessels using commercial harbor facilities through administrative rules adopted by the Department of Transportation.

Addresses concerns from residents and workers affected by excessive noise produced by vessels operating in Hawaii's working harbors.

Adds noise regulation as a new subsection (4) to the Director's existing rulemaking authority, with previous subsections (4) and (5) renumbered as (5) and (6).

Takes effect upon approval.
