Establishes a public employee health benefits working group to examine the feasibility of offering a fully self-insured health benefits plan with no deductible or monthly premium cost to state and county public employees

Working group membership includes the Hawaii employer-union health benefits trust fund administrator, director of finance, director of human resources development, and other members as deemed necessary

Requires the working group to evaluate cost-sharing arrangements where employees bear no more than 30 percent of out-of-pocket costs, review self-insured plans in other states, and identify barriers including costs and collective bargaining agreement impacts

Working group must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2025 regular session convenes

Working group is dissolved on June 30, 2025
