Requires the Department of Health to conduct a feasibility study on establishing a wastewater treatment works project in the Waialua region of Oahu to facilitate cesspool conversion.

Study shall examine capabilities and potential for connecting neighborhoods to the sewerage system, beginning with Ranch Camp in Waialua and expanding to the entire Waialua region.

Department of Health must submit findings, recommendations, and any proposed legislation to the governor and legislature no later than 20 days before the 2025 regular legislative session.

Appropriates funds from general revenues for fiscal year 2024-2025 to conduct the feasibility study (specific amount not filled in bill).

Addresses compliance with Act 125 (2017) which requires all cesspools in Hawaii to be upgraded or converted to approved wastewater systems by January 1, 2050; approximately 324 cesspools in Haleiwa and Waialua areas are designated as priority 1 for conversion.
