Establishes that the Labor Education Advisory Council shall be advisory to both the President of the University of Hawaii and the Chancellor of the University of Hawaii, West Oahu campus on all activities and programs of the Center for Labor Education and Research.

Requires the President and Chancellor to provide written responses acknowledging and addressing the Council's formal advice and adoption of any resolutions.

Council consists of not more than fifteen members broadly representative of the trade union movement in the State, appointed by the President of the University of Hawaii.

Council members serve without compensation but shall have actual travel and other expenses incurred in performance of duties advanced or reimbursed.

Effective July 1, 3000.
