• Requires operators to obtain a food safety manager certificate, maintain written standard operating procedures, comply with food safety standards, and prohibits preparation of high-risk foods requiring HACCP plans, raw milk products, and molluscan shellfish.

• Restricts microenterprise operations to ready-to-eat foods prepared and consumed same-day, prohibits on-site customer consumption, and requires operators to notify consumers that the kitchen may not meet all commercial food establishment requirements.

• Authorizes Department of Health to conduct initial inspections within one week of operation start, unscheduled inspections within three days of startup or during operating hours, and subsequent inspections with advance notice unless investigating food contamination or illness outbreaks.

• Appropriates general revenue funds to the Department of Health for program implementation and operation costs, with the amount to be determined; effective July 1, 3000.
