Prohibits persons convicted of operating a vehicle under the influence (section 291E-61 or 291E-61.5) from purchasing or publicly consuming liquor for a probation period commencing on the effective date of their license revocation.

Requires driver's licenses, identification cards, and permits issued to restricted persons during the liquor prohibition period to bear the notation "Liquor Restricted" and be invalid for purchasing alcohol.

Defines "restricted person" as anyone holding a license or permit bearing the "Liquor Restricted" notation due to DUI conviction or administrative license revocation.

Restricts liquor sales to restricted persons and prohibits furnishing alcohol to them; violators are subject to misdemeanor penalties under section 712-1250.5.

Effective July 1, 3000, with amendments to section 291E-61 remaining when that section is reenacted on June 30, 2028.
