• Requires public meeting notices to inform the public how to provide remote oral testimony with the option for testifiers to be visible to board members and other participants upon request.

• Mandates that meeting notices specify at least one public location with audiovisual connection and explain how to remotely view meetings through internet streaming or other means.

• Authorizes boards to remove or block any person who willfully disrupts or compromises the conduct of a meeting.

• Establishes that meetings held by interactive conference technology must allow audiovisual interaction among all board members and public attendees, except during executive sessions where board members need only be audible.

• Becomes effective on January 1, 2025.
