Amends Hawaii's Sunshine Law to require boards to schedule deliberation and decision-making meetings on investigative group reports at least six business days after the board meeting where findings and recommendations were presented.

Applies to investigations conducted by fewer than a quorum of board members, where the investigation scope is defined at a board meeting and findings are presented at a board meeting.

Addresses instances where boards have attempted to circumvent open meetings requirements by scheduling back-to-back meetings for investigative reports and subsequent board action with minimal time between them.

Takes effect upon approval.
