Requires law enforcement officers to issue citations in lieu of arrest for misdemeanors, petty misdemeanors, and violations instead of making arrests, changing current discretionary authority to a mandatory requirement.

Removes previous conditions that allowed officers to deny citations based on their assessment of whether the person would appear in court, had outstanding warrants, or might have future police contact.

Changes terminology from "police officer" to "law enforcement officer" throughout the relevant statute.

Aims to reduce unnecessary arrests by expanding citation issuance, thereby decreasing police resource consumption, pretrial custody populations, and correctional facility overcrowding.

Takes effect upon approval.
