Extends the deadline for training all existing University of Hawaii employees on federal laws and university sexual misconduct policies from December 31, 2023 to December 31, 2024.

Clarifies that amnesty provisions protecting students from disciplinary action for drug and alcohol violations apply only to student reporting parties and student witnesses under the student conduct code.

Changes the funding source for UH campus safety programs from the University of Hawaii Tuition and Fees Special Fund to the general revenues of the State of Hawaii for fiscal year 2024-2025.

Appropriates funds from general revenues for operating expenses and establishment of four full-time equivalent positions to implement Act 76, Session Laws of Hawaii 2023 campus safety requirements.

Requires the legislature to determine and document the amount by which general fund expenditure ceiling will be exceeded due to this appropriation.
