Removes the leasing restriction on owner-builder exemptions, allowing owners or lessees to build or improve residential or farm buildings on property they own or lease without offering the structures for sale.

Replaces the requirement that buildings be "for their own use" with language allowing construction on property "they own or lease," broadening eligibility for the owner-builder exemption.

Removes references to leasing from the one-year sale presumption rule, so selling or leasing a building within one year after completion no longer triggers a presumption that it was built for sale or lease.

Updates disclosure statements provided to permit applicants to reflect that buildings cannot be offered for sale but removes specific restrictions about building exclusively for personal use and occupancy.
