Reduces the statute of limitations for construction defect lawsuits from 10 years to 6 years after completion of improvements to real property.

Maintains the 2-year deadline to commence an action from the date the cause of action accrued, whichever is earlier.

Applies to claims arising from deficiencies or neglect in planning, design, construction, supervision, and observation of construction relating to real property improvements.

Aims to reduce housing costs by lowering insurance requirements for developers and improvers of real property, with costs currently passed to purchasers.

Does not apply retroactively to rights, duties, penalties, or proceedings that began before the effective date.
