Requires employers to initiate negotiations on repricing of classes within a bargaining unit within 30 days of receiving a written request from the exclusive representative.

Establishes that failure to initiate negotiation within the required timeframe or failure to reach agreement within 150 days of the request (or by January 31 of the year the agreement expires, whichever is earlier) constitutes an impasse subject to impasse procedures under section 89-11.

Limits repricing requests to once per occupation per 18-month period and caps active repricing impasse procedures at no more than 15 at any given time.

Allows parties to mutually agree on alternative repricing procedures and exempts impasses occurring within 180 days after a collective bargaining agreement is reached from impasse procedures.

Takes effect July 1, 2024, and repeals June 30, 2029; permits ongoing negotiations started before the repeal date to continue afterward.
