Amends Hawaii Revised Statutes Section 89-9 to allow negotiation of "benefits and amounts of contributions" to the Hawaii employer-union health benefits trust fund, previously excluded from collective bargaining.

Removes the exclusion of health benefits trust fund contributions from negotiable subjects in Section 89-9(d), making them subject to collective bargaining discussions.

Modifies Section 89-11(g) to allow arbitration to resolve disputes over both the benefits and contribution amounts to the Hawaii employer-union health benefits trust fund, eliminating the previous restriction that barred arbitration on contribution amounts.

Removes language that previously required the legislature to determine contribution amounts if parties could not agree within ten working days after arbitration, instead allowing arbitration decisions to be final and binding.

Takes effect upon approval.
