Requires each newly hired employee to receive a general orientation on benefits and rights within twenty calendar days of hire, conducted by the employee's respective jurisdiction.

Allows the exclusive representative (union) representing an employee, if any, to attend the orientation and present information on the employee's benefits and rights.

Permits an employee or exclusive representative to file a complaint with the Hawaii Labor Relations Board if the employer violates section 78-64 orientation requirements.

Adds failure to comply with general orientation requirements as a prohibited practice (item 11) under Hawaii Revised Statutes section 89-13(a), making it an unfair labor practice.

Takes effect July 1, 2024.
