Amends Hawaii Revised Statutes Section 88-21.5 to include overtime in the definition of "compensation" for Employees' Retirement System members hired after June 30, 2012.

Limits overtime compensation to situations where an employee is directed by a supervisor to work beyond normal hours to perform specific duties serving the immediate public well-being during a natural disaster under an active emergency proclamation issued pursuant to chapter 127A.

Specifies that overtime worked prior to July 1, 2024, shall not be included in pension calculations, with only overtime worked on or after July 1, 2024, counted toward pension benefits.

Removes overtime from the general exclusions list of non-compensable payments and clarifies other allowable compensation items including shortage differentials and twelve-month differentials for Department of Education employees.

Effective date is July 1, 3000 (appears to be a drafting error).
