Requires the Department of Human Resources Development (DHRD) to expand its annual legislative report to include comprehensive data on executive branch vacancies, including position details, duration of vacancies, recruitment challenges, and budgeted amounts.

Mandates the report include vacancy statistics by department, agency, and county, as well as employee hiring and separation data, the top 10 job classifications with highest vacancy rates, and current organizational charts indicating filled and vacant positions.

Requires DHRD to report on recruitment, retention, and workforce competitiveness policies and strategies implemented or planned to address executive branch vacancies.

Appropriates unspecified general revenue funds to DHRD for fiscal year 2024-2025 to conduct the expanded annual vacancy survey and report.

Takes effect July 1, 2050.
