Creates a School Psychologists Working Group within the Department of Education to recommend actionable steps and propose legislation for an immediate pathway to licensure for school psychologists by 2025.

Working group membership consists of the Superintendent of Education (or designee), Director of Commerce and Consumer Affairs (or designee), and Attorney General (or designee), with a chair selected from among these members.

Chair shall invite representatives from the Hawaii Association of School Psychologists, National Association of School Psychologists, and other state agencies or stakeholders as recommended by majority vote.

Working group shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2025 regular legislative session and shall dissolve on July 31, 2025.

Members serve without compensation but shall be reimbursed for necessary expenses including travel.
