Requires all public schools to conduct universal dyslexia and learning disability screenings for students in kindergarten through third grade by the 2026-2027 school year using department-approved screeners.

Screening tools must assess phonological awareness, phonemic awareness, sound symbol recognition, alphabet knowledge, decoding skills, encoding skills, and rapid naming.

Schools must obtain parental informed consent before screening, allow parents to decline screening, and inform parents of results within 30 school days with opportunity for follow-up discussion.

Schools must provide parents of identified students with information and resources about dyslexia and establish processes to evaluate and monitor student progress after identification.

Adds definitions for "dyslexia," "phonemic awareness," and "qualified dyslexia screening tool" to Hawaii Revised Statutes Chapter 302A.
