Expands Supplemental Nutrition Assistance Program (SNAP) eligibility in Hawaii to include individuals and households with monthly income at or below 300% of the federal poverty level, up from the current federal threshold of 200%.

Restricts state-funded SNAP subsidies to households whose benefits are not already covered by federal funding, ensuring federal aid continues for currently eligible recipients.

Appropriates $50,000,000 from general revenues for fiscal year 2024-2025 to fund SNAP benefits for newly eligible households under the expanded 300% poverty level threshold.

Benefits calculation shall use the federal SNAP benefit formula established by the U.S. Department of Agriculture.

Takes effect July 1, 2024.
