• General contractors are liable for unpaid wages owed by subcontractors to workers performing labor on private construction work not subject to chapter 104.

• The state director of labor or joint labor-management cooperation committees may enforce contractor liability through legal action, with prevailing parties eligible for attorney's fees and costs.

• Subcontractors must provide general contractors with payroll records and project award information upon request, with general contractors authorized to withhold payment if information is not provided timely.

• Money received by contractors must be disbursed to subcontractors within 10 days if terms are met and no disputes exist; actions for unpaid wages must be filed within one year from performance date or 45 days after project completion, whichever is earlier.
