Authorizes candidates and candidate committees to donate residual campaign funds to the general fund of the State or to the real property tax general fund of any county instead of only returning funds to contributors or forfeiting them to the Hawaii election campaign fund.

Allows candidates who fail to file nomination papers, withdraw, or lose an election to donate their residual campaign funds pursuant to the new donation option in subsection (e).

Permits elected candidates and those subject to term limits to donate campaign funds during the four-year period following their election, and allows defeated candidates to donate funds during the one-year period following their election.

Requires candidate committees that dispose of campaign funds under these provisions to terminate their registration with the campaign finance commission.

Effective July 1, 3000.
