Removes the statutory requirement that general fund appropriations to the University of Hawaii be "not less than three times and not greater than five times" the amount of regular tuition and fee revenues, a requirement violated since at least 2010 with an estimated shortfall exceeding $2.7 billion since 2014.

Authorizes the University of Hawaii to use tuition and fees special fund revenues to pay salaries in part or in full for legislatively authorized general fund positions, while exempting the university from fringe benefit reimbursement requirements under sections 87A-39(a) and 88-125(a).

Allows the Department of Budget and Finance to establish guidelines and parameters for implementing the salary payment authority from the tuition and fees special fund.

Maintains the prohibition against using tuition and fees revenue as justification for reducing budget requests or allotments to the university unless the university requests such a reduction.

Effective date: July 1, 3000.
