Requires retail pet stores to maintain records for at least three years documenting the source and medical history of each pet animal, including breeder/broker name and address, pet description, medical records, and photographs.

Mandates that breeders and brokers verify their identity by presenting a general excise tax license or business license from the department of commerce and consumer affairs and valid photo identification.

Requires retail pet stores to provide all documentation to purchasers before finalizing any sale and to submit annual records to county animal control services by July 1 each year.

Allows retail pet stores to showcase dogs and cats owned by nonprofit animal welfare organizations without restriction.

Establishes civil penalties of no less than $1,000 and a prohibition from selling pet animals for no less than one year for violations, with each pet sold in violation constituting a separate offense; effective January 1, 3000.
