Requires the Legislative Reference Bureau to conduct a sunrise analysis by September 1, 2025, to evaluate frameworks for establishing a statewide financial database accessible to the public.

Analysis must include comparative review of financial database systems in other states (including New York and Oregon) and Hawaii's current systems, evaluating data scope, included entities, user interface, transparency, administration, implementation costs, and transition barriers.

Study must provide Hawaii-specific cost breakdowns by model and submit findings, recommendations, and proposed legislation to the legislature by September 1, 2025.

Authorizes the Legislative Reference Bureau to request data from state departments and agencies and to contract consultant services, which are exempted from Hawaii's procurement law (chapter 103D).

Appropriates unspecified general revenues for fiscal year 2024-2025 to conduct the analysis, with authorization to exceed the state general fund expenditure ceiling.
