Amends Hawaii Revised Statutes Section 353H-4 to expand the Department of Corrections and Rehabilitation's model offender reentry programs with 11 components including earn and learn programs, mentorship, educational support, and vocational training.

Requires the department to develop programs encouraging offenders without high school diplomas to obtain equivalency certificates through mentoring and counseling.

Establishes programs to promote community college and university attendance, career training focused on job prospects, and job placement partnerships with non-profit organizations and businesses.

Mandates emotional, academic, and behavioral mentoring or counseling programs for felony-convicted offenders with recommendation for parole or early release upon completion.

Appropriates funds from general revenues for fiscal year 2024-2025 to expand existing model programs (specific dollar amount not filled in) with an effective date of July 1, 3000.
