Establishes the wildfire victim down payment program administered by the Hawaii housing finance and development corporation to assist homeowners who lost homes in the August 2023 Maui wildfires.

Provides no-interest and no-fee loans with a maximum 25-year term, capped at the lesser of $75,000 or 10 percent of the single-family residence purchase price.

Applicants must have owned and lived in a single-family residence in Lahaina, Maui as their primary residence on August 7, 2023, and that residence must have been damaged in the August 8, 2023 wildfires.

Creates the wildfire victim down payment special fund to be deposited with legislative appropriations and repayments from applicants who fail to use loans for down payments (subject to 8 percent interest charge).

Takes effect July 1, 2024, with appropriations from general revenues required for fiscal year 2024-2025, exceeding the state general fund expenditure ceiling.
