Requires cesspools attached to or used by transient housing or lodging to be upgraded, converted to a director-approved wastewater system, or connected to a sewerage system by January 1, 2035 for priority level 1 cesspools and by January 1, 2040 for priority level 2 cesspools.

Maintains the existing January 1, 2050 deadline for all other cesspools in the state to be upgraded, converted, or connected.

Allows the director of health to grant exemptions from upgrade requirements when property owners demonstrate legitimate infeasibility reasons, including small lot size, steep topography, poor soils, or accessibility issues.

Defines "transient accommodations" by reference to section 237D-1 and clarifies the definition of "cesspool" as an excavation in the ground designed to retain organic matter while allowing liquid to seep through.

Takes effect on July 1, 2050.
