Amends Section 201H-38 of Hawaii Revised Statutes to create two pathways for housing project exemptions from planning, zoning, and construction standards.

First pathway allows projects meeting standard conditions including corporation approval, public utility compliance, county legislative approval within 45 days, and land use commission approval within 45 days.

Second pathway requires projects to meet all conditions of the first pathway plus an additional requirement that housing be exclusively for sale or rent to Hawaii residents who own no other real property.

Updates Section 201H-41 to reference the revised subsection numbering for procedures that private developers must follow to receive planning exemptions.

Takes effect upon approval.
