Requires the Department of Education to provide free breakfast to all students enrolled in department schools beginning with the 2024-2025 school year, regardless of federal program eligibility, meeting federal meal requirements under 7 CFR §220.8.

Requires the Department of Education to provide free lunch to all students enrolled in department schools beginning with the 2024-2025 school year, regardless of federal program eligibility, meeting federal meal requirements under 7 CFR §210.10.

Appropriates funds from general revenues for fiscal year 2024-2025 to the Department of Education's school food services branch to cover the total plate costs of universal free breakfasts and lunches after accounting for federal funding.

Exempts the free breakfast and lunch provisions from the existing requirement that school meal prices be set to recover at least one-half the cost of meal preparation.

Takes effect July 1, 3000.
