Authorizes licensed dental hygienists to perform preventive dental sealant screenings and apply preventive dental sealants in school-based oral health programs under the general supervision of a licensed dentist.

Permits dental hygienists to perform these sealant services on individuals who may or may not be patients of record, have not been previously examined by a dentist, or do not have a treatment plan.

Establishes that the supervising licensed dentist must be available for consultation and responsible for all delegated acts and procedures performed by the dental hygienist.

Addresses Hawaii's previous "F" grade from the Pew Center on the States for dental sealant prevention efforts by removing restrictions on dental hygienists to improve access to sealants for low-income children.

Takes effect on July 1, 3000.
