Clarifies that state preemption of local tobacco regulations applies solely to taxation of cigarettes, tobacco products, and electronic smoking devices, effective July 1, 2026.

Allows counties to enact ordinances and regulations governing smoking or the sale of cigarettes, tobacco products, and electronic smoking devices if they do not conflict with and are more stringent than state law.

Prohibits counties from imposing any fee or tax on the sale of cigarettes, tobacco products, or electronic smoking devices that conflicts with state law.

Removes language stating that conflicting local laws and regulations are "null and void," replacing it with more limited preemption language applicable only to taxation.
