Establishes a three-year summer tuition pilot program for University of Hawaii community colleges to offset costs of aligning summer semester resident tuition rates with spring and fall semester rates.

Requires University of Hawaii to submit interim reports to the legislature no later than twenty days before the 2025 and 2026 regular sessions, including spending amounts per community college and summer enrollment rates.

Requires University of Hawaii to submit a final report with findings, recommendations, and any proposed legislation no later than twenty days before the 2027 regular session.

Pilot program terminates on June 30, 2027.

Appropriates funds from general revenues for fiscal year 2024-2025 (specific amount not filled in) and authorizes the university to expend funds for program purposes.
